I had the same issue. In the end I created a wrapper script that
would generate tiles for any WMS formatted request, or return a
legend file (currently not cached but I hope to add that). <br>

GetLegendGraphic WMS request to GeoExt if for example one is
using tilecache to cache the layers’ image outputs?<o:p></o:p></p>
