[Psc] meeting

Hey-

I'd like to propose that we give Sebastian Benthall core commit rights.

He has been excited about GeoExt from the start, has shown initiative in 
getting things done and doing them right, and will be a valuable 
contributor.  With our review process, I'm confident that we can 
maintain high quality code contributions.

I'll do a quick poll of people privately before (or during our meeting). 
  If anybody has any hesitation about granting Seb commit rights, I 
won't suggest it publicly.  If everybody is in favor, I'll bring up the 
proposal at the end of our PSC meeting.
