[Psc] GeoExt release procedure

Hi again,

thinking again, why bother the PSC with a vote on whether to post
something that is in the interest of the community to the dev list or
not. Please disregard my previous mail.

+1 on everything that Tim says, and since I am the original poster I
am just going to post the message to the dev list...
