[Psc] GeoExt release procedure

Good point.  Didn't know that.

So, I'd suggest either:

1) making the archive viewable to members only, or
2) creating a private list,
3) restricting all private conversation from any list

The reason for a private list is so we can mail each other about any 
sensitive information (passwords, discussion about individuals, etc).

In any case, I think votes, discussion on procedure, etc still belong on 
the dev list.
