I think our license page spells out the options pretty clearly.

This is somewhat buried, but I think we can make it more prominent, 
especially if we are confident that our suggestions are in compliance 
with your licenses.

The open vs. closed distinction feels pretty straightforward to me (we 
only quote "commercial" license to allow that open licenses can be part 
of a commercial operation).

One area that we are still a bit shaky on is what happens when an 
application pulls in code that is not distributed with an OSI approved 
license.

Specifically, if someone develops an application with Ext that makes use 
of the Google Maps API, do they need to buy a "commercial" license from Ext?

I am not sure how the GPL treats web pages that include script 
references to non GPL code.
