[Psc] grant commit rights to François Van Der Biest

Hi PSC

I'd like to propose François Van Der Biest (Camptocamp) to become a
core GeoExt developer. François is the maintainer of
GeoExt.ux.Measure, which he wrote, and has contributed a number of
good patches lately. What do you think? Do you agree with me calling
for a vote on the dev mailing list?
