[Psc] grant commit rights to François Van Der Biest

Sorry for my late reply but no objections on Francois as you could see from my +1 on the vote.

Do we see more potential committers in the near future? I consider the following people (almost) ready for commit access as well:

1) Marc Jansen
2) Matt Priour
3) Roald de Wit

What do you guys think?
