[Psc] Motion to add Kai Volland to the GeoExt 2 team

Hi everybody,

I herewith motion to add Kai Volland (terrestris, @KaiVolland on github) 
to the GeoExt 2 team and grant him commit rights to the GeoExt repositories.

Kai has helped a lot in preparation of the v2.1.0 release which 
eventually will support ExtJS 4.2.1 and ExtJS 5.1.0. He'll certainly 
continue to push the project forward. He has already started the work on 
a completely new GeoExt3 which'll support ExtJS 6 and OpenLayers 3.
