[Psc] Grant commit rights to @bentrm (Benjamin Thurm)

Hi PSC,

I herewith motion to add Benjamin Thurm (github: @bentrm) to the 'GeoExt 
2' team of the geoext organisation which has commit rights to the 
geoext2 and geoext3 repositories.

Ben has provided both GeoExt v2 & v3 with some quality pull requests, 
which have enhanced the software in a lot of ways. He has also been a 
vital part of the initial codesprint to shape geoext3. He has gone 
through the usual process of code reviews with a lot of patience and 
continuity. I hope he will be a very valuable committer to these 
projects, even though he does this type of development only in his spare 
time, not backed by a company. He is also very nice guy :-)
