[Psc] OSGeo Community Project Application

Hi everybody,

I am absolutely +1 to start the process of becoming an OSGeo Community
Project. The detailed steps / guidelines at
https://github.com/geoext/geoext3/issues/547 are great (thanks Seth!)
and I am also +1 to follow these steps.

Thank you Seth for kickstarting this and for your work so far!
