[Psc] Grant commit rights to @geographika (Seth G)

Hi PSC,

in agreement with Marc (Jansen) I herewith motion to add Seth Girvin
(github: @geographika) as a member of the GeoExt team in the geoext
organisation, which has commit rights to the GeoExt repositories.

Seth did a lot of great work for the GeoExt project, for example:

  - Quality code commits
  - Bringing GeoExt to the OSGeo Live-DVD [1]
  - Kickstarting the incubation process for becoming an OSGeo Community
project [2]
  - Organizing funding for code development
  - Spreading the word at conferences [3]
  - ...

He is a vital part of the GeoExt community and does a lot besides the
usual code development, he is available for valuable discussions and he
is cool guy ;-)

I sure he will be a very valuable committer to the project and an
enrichment for our team.
