[Psc] OSGeo Community Project Application

Hi PSC members,

I have submitted an new issue at https://github.com/geoext/geoext3/issues/547 detailing steps to apply to be recognised as an OSGeo Community Project. 
Thoughts and comments welcome, and if the reaction is positive could a vote be called on submission to the incubator list?
I'm happy to write the email / go through the process if the PSC agrees to the motion.
