[Psc] OSGeo Community Project / Budget Request

Hi all,

As GeoExt is now an OSGeo Community Project I believe we can request a budget if required for 2020 [1]. There are a few "maintainer" issues it would be good to resolve for example:

https://github.com/geoext/geoext3/issues/448 - API-documentation is outdated
https://github.com/geoext/geoext3/issues/391 - Support for npm ol package?
https://github.com/geoext/geoext3/issues/464 - CI seems not to work properly 

Perhaps these could be discussed/tackled as part of a codesprint? The OSGeo code sprint in Athens (end of May) is one option, or perhaps a standalone event in Bonn? Either of these could be an option for partial funding from an OSGeo budget. 

Any thoughts on making a request?
