[Psc] Added Simon Seyock to GeoExt Organisation as member

Hi friends of the GeoExt PSC,

I am writing here to inform you, that I have just invited Simon Seyock
(https://github.com/simonseyock) to the GeoExt organisation (as a
member), as his contributions (including a halfway done migration to the
newest OpenLayers) are already quite substantial.

If you disagree, let me know; and I can then change this again.
