[Users] GeoExplorer, proxy folder permissions

what are the proper permissions to set for /proxy/ i.e. /var/www/proxy with GeoExplorer a la http://svn.opengeo.org/util/proxy/proxy.py ? is this an Apache setting or just filesystem folder/files permissions setting?
