[Users] License of the Geoext styler

The client side code for the Styler application is currently only 
available here:

You'll find the (BSD) license in the same place.

We're looking forward to incorporating some of the more generic 
components into GeoExt when possible.  The application depends on a 
custom GeoServer extension, and it doesn't make sense to have every part 
in GeoExt.
