That's an OpenGeo server. We've been having some hardware issues lately,
but please let us know if it still doesn't work for you.
Have you looked at GeoExplorer? It's similar to Drake but built much closer
to GeoExt trunk.

(Some of us at OpenGeo threw together Drake as a prototype, but we don't
intend to maintain it or continue development on it.)
