[Users] GeoExt ux: StreetViewPanel

Hi,
You can find here a proposal for a new UX:
http://localhost/geoext/cmoullet/ux/StreetViewPanel/examples/StreetViewPanelExample.html
The idea is to allow the integration of a StreetViewPanel together with a
MapPanel.
A description has been made here:

There is still some unit tests to do.
