I can confirm that this is the same problem. I think the reason is that 
Bing doesn't like to be resized in early stage of loading it's API, and 
the way a map is created in a GeoExt MapPanel (i.e. without an existing 
container) makes OpenLayers create a small map first (I guess that's the 
small yellow rectangle), which will be resized as soon as the container 
exists. We had similar issues with the Google Layer, but most of these 
were resolved in OpenLayers.

Having said that, there is no solution yet, and I am not aware of 
someone working on it.
