You can highlight a feature on a temporary vector layer.  That's what we 
do with the shortcut widget in GeoPrisma if your resource does not have 
a vector layer associated with it.  The 'in panel' example 
(http://geoprisma.org/samples/shortcut/inpanel/index.php) shows just 
that.  The cities and road there have wms layers only associated with them.
