[Users] Layer tree with legend-graphics

Hi Steven,

there has been talk about this in a GeoExt ticket (can't find the
corresponding ticket right now), so I am quite sure this would be a
welcome addition.

A good approach would be to somehow integrate the current Legend
functionality (LayerLegend) into the tree.
