1.4, which is available as debian package.

It creates a compressed CSS (which currntly is not of much value, 
because we only have a few bytes of CSS).

Yes. Instead of using the Makefile, just run jsbuild with your build 
configuration, e.g.

jsbuild mybuild.cfg -v

Note that the Makefile is not of much use, except for a release manager 
to create a GeoExt release.
