[Users] Base Map Layers all get loaded on map load

In the process of creating a basic example to demonstrate my original issue,
the issue no longer happens. So something I've removed is most likely the
culprit. My example was stripped down to just 3 base layers, all the overlay
layers as well as click event code is deleted. So I'm going to try and put
one thing at a time back in to see if I can determine what triggers the
extra base layer load.
