Depends on the server used.  MapServer will spit out shapefiles much 
faster if you provide it with a .qix index file *together with* a 
shapefile index (.shx)..You cangenerate .qix files with MapServer 
shptree utility (http://mapserver.org/utilities/shptree.html).
