[Users] Strange behaviour of layers in tree

Hi,

In my project i have notived strange behaviour in the layers tree. Although some 
layers lie above others in the tree, they are rendered below the same layers in 
the map. When I drop them into a different position, they are then sometimes 
rendered correctly, but not always.

Is this a bug, or is it due to my programming? Is it quite confusing and 
irritating for the users of the project.
