I implemented something very similar to this. I had multiple markers at or close to the same location. Hover brought up a tooltip with a quick summary table when you hovered over a cluster. Clicking on an entry in the table zoomed you to the feature and brought up it’s full info popup.
I can tell you it took a significant investment in time to get that all working and coordinated properly, without it getting bogged down or too jumpy. I also had to do a bit of CSS work to get the tooltips looking right.
I’m not free to share that exact code that I did and it is extremely project specific. However, I can tell you that it can be done and if you have some more specific questions I may be able to give you some more specific help.

Hi,
I would like to offer a "summary" of all the features in the cluster in a maptip on hover, but a more detailed getFeatureInfo on click.
I have windturbines points in a cluster-strategy. On first sight the cluster looks like a grouping according to windpark...which is misleading because the cluster could theoreticaly contain more than one windpark. I would like to show which windparks are contained in the cluster. This would mean coding something like a distinct command into the normal popup which shows the GetFeatureInfo of all features in the popup.
could anyone give me a head start on this?
