[Users] Load layers into inactive panel

Now I faced with two problems. My vector overlays downloads to inactive tab,
but base layer not (loads only when I open MapPanel). As base layer I
use OpenLayers.Layer.Google. And another problem seems connected with
previous - requested bbox of vector layer (WFS) while MapPanel is inactive
differ from requested bbox while MapPanel is active and I get differ count
of features.
