I think it means you can have ExtJS 3 and ExtJS 4 loaded in the same
page. So you can have GeoExt continue to use ExtJS 3, and specific
parts of your application use ExtJS 4.

I haven't tested this "debug mode" myself, this is just my
understanding of what I've read on the web.
