[Users] Pan tool does NOT pan vertically

Hi,
I am using google layers as the base layer. When i use the restrictedExtent:
new OpenLayers(bounds); property,  the pan tool pans only laterally and does
not pan vertically.

Any advice would be highly appreciated.
