[Users] Symbol in layer tree disappears when applying numberFormat in SLD

Thanks again Bart.  I was wondering how you got that error.   Removing 
scale did the trick.

Your first email may have provided a clue, why would geoserver fail to 
catch this error?  So I looked at my data types in PostGIS.  Depth to 
water field is of type "numeric" in PostGIS.  Groundwater elevation is 
"double precision".  Perhaps the data type needs to be decimal for the 
formatting to work?
