[Users] Symbol in layer tree disappears when applying numberFormat in SLD

Hello Bart:

The legend works fine when I am zoomed out (labels are not set to 
display).  When I zoom in the legend disappears, map symbols and labels 
render.  However, if I remove the formatting of the number of decimal 
points, the legend renders properly.

I am working on changing the data type in PostGIS now.
