[Users] LegendPanel fires GetLegendGraphic requests for invisible Layers

Hi,

I plan to add it via the GeoExt GitHub:
- opening an issue on GeoExt
- cloning and making changes to LegendPanel.js
- review and apply for a pull with GeoExt developers

Hopefully will find time for this next week but is on my agenda.
