Yes, you can download the code from GitHub and use it locally; use the
"ZIP" button at GitHub or directly this link:

https://github.com/geoext/geoext2/archive/master.zip

Doing it this way you'll be missing any new contributions that may
come in the future. But if the code does what you do as is now, then
it isn't much of a problem.
