[Users] create arcGisREST Layer.

You can configure your ArcGIS server to respond to WMS requests. Then you
just use a WMS source to access it. If the ArcGIS server is not yours, you
will have to use plain GeoExt and OpenLayers with an ArcGIS REST layer -
there is no ArcGIS REST source in the Suite SDK. See
http://openlayers.org/dev/examples/arcgis93rest.html for an example.
