Hi Max,

thanks for your question! Very interesting topic.
First of all to answer your question: At the moment GeoExt (Version 1.x
and 2.x) are tight coupled to OpenLayers 2 as mapping library. So out of
the box you won't be able to use ArcGIS JS API with GeoExt.
But recently at the annual FOSSGIS (Local chapter of OSGeo in Germany)
code sprint some proof-of-concept work has been done in order to enable
GeoExt of beeing compatible to different mapping libraries. A general
concept and very simplified prototype of a MapPanel using either
OpenLayers 2 or LeafletJS as mapping component have been developed. All
results are documented here:
https://github.com/geoext/geoext2/wiki/future-development

To sum it up very shortly: In general it would be possible to redesign
GeoExt in order to use multiple mapping labraries, but it is still a
long long way to go.
If you are interested in pushing this forward or you want to share your
thougths on this, please do so on the mailing list or on GitHub.

Best regards,
Chris
