[Psc] governance

Hey-

So, I didn't send out an announcement about the OL PSC governance 
proposal.  I am leaving town tomorrow for a week and started feeling 
like I wanted to be around for any ensuing discussion.

If anybody else wants to start the discussion in my absence, that's ok 
by me.  I'm also happy to do it when I return (Feb 15).
