[Psc] mailing lists

Hi Eric,

makes sense to me.

What is the issue with the Trac list and do we really need to wait for 
it to be resolved before we can migrate? We don't have a Trac list right 
now anyway.

I'm +1 on shutting down the old list (but keeping the archive online) 
for something like March 1st.
