[Psc] contributor agreement

Hey-

So, based on previous discussion (on OSGeo-Discuss and #osgeo), a policy 
is slowly evolving with regard to assigning copyright to OSGeo.

I sent a request to the OSGeo Incubator list asking if we can assign 
copyright to OSGeo.

Assuming this meets with approval (or lack of rejection), I'd like to 
get contributor agreements signed and collected so we can release with a 
legitimate copyright notice.

If others agree, would you (Camptocamp and Bart) please sign one of the 
contributor agreements, scan it, and email it back to me?

For Camptocamp, please list anybody who has contributed anything.  We'll 
do the same for OpenGeo.  I don't recall any patches from outside this
