[Psc] contributor agreement

Hi Tim

We'll do that today. For the record Bruno Binet wrote a couple
patches, so he will be listed.

Question: how will it work to add new Camptocamp people to the
Camptocamp contributor agreement? Add the new names, scan the doc and
send it the OSGeo again?

Also, François Vanderbiest is currently working on some patches,
should we list him right now?
