[Psc] Provide release downloads on sourceforge?

I'm slightly opposed, though easily convinced otherwise.  Maybe it's a 
dumb grudge, but Sourceforge ads have always bugged me over the years.

Potentially more valid reasons to host at geoext.org:

* one fewer account / set of credentials to maintain
* release process can be scripted (maybe sf provides a nice api for upload)

Again, not fully opposed, just slightly.  If we do go with outside 
hosting, I'd prefer google code.  Compare 
http://sourceforge.net/projects/geoserver/ with 
http://code.google.com/p/jqueryjs/ .  Maybe I'm just being snobby about ads.
