[Psc] GeoExt release procedure

Hi,

I created a draft for the GeoExt release procedure. Big credit goes to
the OpenLayers community, since the release procedure is an only
slightly modified copy of the OpenLayers procedure.

Please feel free to modify/discuss the procedure. I would like to have
a vote on a final draft by tomorrow (Jun 9) 17:00 GMT, so we can start
the release process for the 0.5 release.
