[Psc] GeoExt release procedure

Hey-

Thanks for getting this going Andreas.

One note about the use of this list.  While OpenLayers was going through 
the OSGeo incubation process, we were told that transparency in 
governance was very important.  Specifically, we were told not to use a 
private list except when absolutely necessary.  The OpenLayers PSC list 
remains private, but it is only used for discussion that involves 
individuals that should not be called out on a public list.

So, I'd like to propose that we use the dev list for all of the following:

1. Calls for votes.
2. Discussion about procedure.
3. Discussion about what should/should not go in the library.
4. Schedules, meetings, administrivia.

And, the PSC list should be restricted to the following:

1. Discussion about individuals.  This includes any nomination of any 
individual for commit rights, PSC membership, etc.  Basically, if we're 
going to vote on a person, we don't go public with the vote until we 
know that we're all in favor.
2. Discussion about any sensitive information that should not be 
publicly logged.

Also, though we don't want to rely on it too heavily, we can always 
write directly to each other when we have something to say that might 
not be appropriate for any list.

Sound acceptable?
