[Users] new website

The docs are all in subversion, at http://svn.geoext.org/core/trunk/docsrc/

The syntax is reStructuredText -
http://docutils.sourceforge.net/rst.html  Built with sphinx I believe
http://sphinx.pocoo.org/

To set it up I think you use http://svn.geoext.org/website/  There's a
readme in there.

First new doc should probably be one on 'how to contribute to the
documentation' :)
