[Users] new website

Thanks Chris,
I tried this morning with the README and there is a small problem with
"python2.5 setup_website" that will be solved by whit (thanks in advance !).
I think we have not defined any rules about commit rights for the docs. I'd
like also to open the discussion on how to have localized versions of the
doc. These are also points for the "how to contribute to the documentation"
;-)
