I agree it will be great to have more people contribute to the website. 
  It probably makes sense to maintain a separate committers list for the 
docsrc.

For now, non-committers can create tickets with patches marked for review.

In terms of translations, sphinx has support for several languages (see 
http://sphinx.pocoo.org/config.html#confval-language).  This just gets 
us translations for things like "next" and "previous."  We would create 
one docsrc dir per language - and pick urls that resolve to the output.
