[Users] new website

Hi Cédric,

I'm also very interested in localized documentation, because where I 
work (Japan) even English is a real barrier. So quite a lot of OSGeo 
projects are more or less unknown here.

To keep localized versions updated and consistent is difficult. We tried 
once a Japanese version of the pgRouting wiki. Well, it didn't work at 
all to keep the Japanese version up-to-date. It's not only because there 
is often a lack of translators, but also because it's so difficult to 
keep track of changes in different languages.
How do you handle translations in countries like Switzerland with 
supporting three languages?
