Great elevator pitch! I guess aiming for the most basic editing tasks
using FOSS4G "JS" tools (GeoExt/MapFish/GeoEditor ...) would be a fair
goal. I don't mean to replace all of what desktop GIS's do, but I'm
sure there are a lot of folks out there who use a very small percentage
of what Arc* offers them and they could probably get by without it with
"basic" editing capabilities in a web environment. One or two people in
an organization can be ArcEquiped to gobble in data like imports from
AutoCAD or what not, but a whole lot of power users could just go in and
fix things with web tools.
And then there are "web-only" tools like GeoRSS where browsers have the
edge over the desktop. So a mixture of "desktop" utilities and the
power of the web.

I guess that brings about the point raised by Matt (we're talking
client-side too!), since in this case versioning would not be a client
side technology-agnostic (you'd need GeoServer for it) functionality.
