No, it's the url to use with proxy.py?url=theaboveurl

It's the url for the GetCapabilities request.  If someone has the proxy 
running and working somewhere, adding :
?url=http%3A%2F%2Fdev4g.mapgears.com%2Fcgi-bin%2Fmswms_gmap%3Fservice%3DWMS%26request%3DGetCapabilities%26version%3D1.1.1 


should show if it works or not.
