Perhaps I'm confused about what GeoExt was. I thought it was a framework
to create attractive mapping applications more simply... not a replacement
for any particular tool (ArcView, ArcMap, or otherwise).

In that case, in my opinion, both of these things are not requirements
for a '1.0' release; GeoExt, as it is, makes it easier to create 
user-friendly mapping applications. Tools like editing, styling, etc. are
not neccesarily part of a 1.0 release.

(From an OpenLayers Comparison: 1.0 had no support for Vector layers, which
you all know. It also had no support for any imagery layer type other than
WMS, which many might consider a core part of the library.)

The mission statement is:
"GeoExt brings together the geospatial know how of OpenLayers with the user
interface savvy of Ext JS to help you build powerful desktop style GIS apps on
the web with JavaScript."

So perhaps my opinion is just overly narrow, but it seems to me like you 
can build a powerful, desktop-style GIS app on the web using GeoExt.
